Local Government Reorganisation Contract Due Dilligence
LGR will place significant pressure on council procurement teams, legal teams, finance officers and transformation leads. Is your council ready for contract transition?
Local Government Reorganisation is moving fast. Many councils are carrying significant contract risk without knowing it — expired options, unassigned supplier relationships, Procurement Act gaps, and no clear action plan for Vesting Day.
This free scorecard takes 5 minutes. It covers the six areas that matter most and gives you an instant Red, Amber or Green readiness rating with recommended next steps.

If your council is part of the government’s Local Government Reorganisation programme, you already know the headline:
Vesting Day is April 2028, and every contract your authority holds must be reviewed, risk-assessed and either re-procured, extended or terminated before then.
Most councils have the legal framework covered. What they may not have is the operational capacity to carry out the work.
The Problem
1
We deliver a structured 12-week Contract Due Diligence and Transition programme for predecessor councils in LGR areas.
We audit your full contract portfolio, assess commercial risk against the Procurement Act 2023, and produce a transition procurement plan that incoming shadow council leadership can act on from day one.
The output is a clear, prioritised picture of your inherited contract estate — not a legal opinion, but a practical plan.
The Solution
2
Phase 1 — Contract Audit and Register. We build or verify your complete contract register, identify gaps and expiry misalignments, and apply a risk-rated framework across your full portfolio. Delivered in four weeks.
Phase 2 — Commercial Risk Assessment. We assess your highest-value and highest-risk contracts in depth. We model rationalisation options for the successor unitary, review TUPE exposure, and identify which contracts require re-procurement and when.
Delivered by week eight.
Phase 3 — Transition Procurement Plan. We produce a pre-Vesting Day procurement pipeline, a supplier communication strategy and a Procurement Readiness briefing for incoming leadership. Option to continue as a retained advisory through to shadow council elections in May 2027.
How we deliver
3
Why us?
We bring seven years of direct public sector procurement experience — from the trust side, not just the advisory side.
We understand the constraints local authority teams work under: thin headcount, political pressure and a procurement regime that changed on 24 February 2025.
We are not a legal firm. We are not a generalist management consultancy. We are a specialist procurement advisory practice that delivers operational outcomes, not frameworks.
