Client: NHS Provider

A three-year managed service engagement to strengthen procurement visibility, governance and control across a complex NHS environment.
At the outset, supplier arrangements were fragmented across teams, with limited oversight and significant audit exposure. Elon Group worked across 12+ business units to introduce structure, improve engagement and bring procurement into a more strategic role.

Partnered with senior leadership within Children’s Services to strengthen the operational delivery and governance of Free Education Entitlement funding.

The engagement focused on improving consistency, assurance and confidence in funding decisions across a distributed network of early years providers

Operations & Delivery Improvement

Led the design and pilot of a more structured, technology-enabled funding model, introducing a clear assessment and grading framework aligned to policy and funding requirements.

This included evidencing and validating provider submissions, engaging directly with early years settings to challenge and strengthen assessment quality, and supporting the onboarding of delivery capability to extend the model into wider consultancy activity.
