Client: NHS Foundation Trust
A specialist NHS mental health trust with no permanent procurement lead, preparing for merger into a larger combined organisation. Supplier contracts across 26 directorates were fragmented, informally managed and largely unregistered — creating significant financial and compliance exposure as the merger date approached. Elon Group was engaged to design and operate the full procurement function for the duration of the transition.
Merger-Ready in Nine Months
Starting from no contract register and no governance framework, Elon Group built the procurement function from the ground up — processing 414 contracts across 26 directorates, bringing an estimated £5.1 million of supplier spend under active governance, and administering 22 Single Tender Waivers with full compliance documentation. At the contract end date, every item was complete. The incoming procurement function received a clean, fully evidenced estate with no outstanding actions.
Public Sector / NHS
Procurement in a merger environment requires pace, governance and evidenced handover — simultaneously. Through embedded delivery and structured contract management, the Trust moved from fragmented, directorate-level spend to a complete, auditable contract register — providing the successor organisation with the baseline it needed to operate from day one.
What this means for local government reorganisation
The same conditions exist in every local authority restructure. Fragmented contract registers across predecessor councils. Departments managing supplier relationships in isolation. Urgent procurement decisions during the transition period with limited oversight. Waiver and exemption governance that has to be right under the Procurement Act 2023. And a hard deadline — vesting day — by which a clean, evidenced handover must be ready.
Elon Group offers local authorities and combined authorities a fully managed procurement due diligence and contract governance service built for exactly this context. We deliver a consolidated contract register across predecessor bodies, compliant waiver governance, an active procurement function during the transition, and the documentation your successor authority needs on day one.
If your council is preparing for reorganisation, we'd welcome a conversation.
